You can specify in the menu <Maintenance> | <Timetable Settings> that individual timetables should be displayed when no user is logged in. This makes it possible for example to make current timetables available to students and parents who have no user account of their own. It is only possible to make those timetable formats publicly available (i.e. without login) which have this option checked.
